New Delhi: The Election Commission of India (ECI) on Saturday reported strong progress in Phase II of the Special Intensive Revision (SIR) 2025, with Enumeration Form (EF) distribution reaching 98.98 per cent across 12 states and Union Territories. The update, issued in the Daily Bulletin at 3 p.m., highlights robust field activity by Booth Level Officers (BLOs) and growing involvement of Booth Level Agents (BLAs).
Between November 4 and December 4, a total of 50.45 crore EFs have been distributed out of 50.97 crore eligible electors. However, digitisation continues to trail distribution, with only 17.05 crore forms digitised so far — an overall rate of 33.45 per cent.
Goa and Lakshadweep have achieved 100 per cent EF distribution, followed by Andaman and Nicobar Islands at 99.98 per cent, Madhya Pradesh at 99.81 per cent, West Bengal at 99.74 per cent, and Gujarat at 99.65 per cent. Uttar Pradesh, the largest state by electorate size, has recorded 99.58 per cent coverage, accounting for over 15.37 crore electors. Puducherry (95.15 per cent), Tamil Nadu (95.78 per cent), and Kerala (97.15 per cent) reported the lowest distribution levels.
In digitisation, Lakshadweep leads with 77.30 per cent, followed by Goa at 65.39 per cent and Rajasthan at 60.54 per cent. Kerala remains the slowest, with only 10.58 per cent digitised, followed by Uttar Pradesh at 14.12 per cent.
The ECI has urged recognised political parties to deploy more Booth Level Agents to help speed up verification and digitisation. The Commission noted that Rajasthan’s figures exclude the Anta Assembly constituency, where revision was deferred due to a by-election. Regular bulletins will continue until the process concludes on December 4.
