New Delhi, Nov 10 (IANS) — The National Human Rights Commission (NHRC) has taken suo motu cognisance of a viral election video from Bihar’s Samastipur, allegedly circulated by RJD workers, featuring minor children singing politically charged slogans that promote caste-based hatred.
A Bench led by NHRC Member Priyank Kanoongo issued notices to the Chief Election Commissioner, Chief Electoral Officer of Bihar, and Samastipur district authorities, calling for a detailed probe. The Commission observed that the video’s content appeared divisive and exploitative, potentially violating the Juvenile Justice (Care and Protection of Children) Act, 2015, as well as the Election Commission’s rules against using minors in political campaigns.
According to the complaint, the song’s language was “provocative and caste-driven,” endangering the psychological well-being of children and undermining constitutional principles of equality and non-discrimination under Articles 14, 15, 19(1)(a), and 21.
The NHRC directed officials to investigate the creation and circulation of the video, identify those responsible, and ensure counselling and protection for the minors involved. Authorities have been asked to submit an Action Taken Report (ATR) within two weeks and to take immediate measures to prevent similar exploitation in future political campaigns.
